这个小高层现在是民居，楼下沿街面是一家日本味道蛮浓的婚纱店。

　　由于沉降，进楼的门檐没有了过去挺拔的感觉，楼的外观经过粉刷后显得精神不少，走过，常琢磨这个楼一定是当年霞飞路上有故事的主，查资料，历史保护建筑里没有列入，看它与百富勤大厦（淮海中路1325号）毗邻，当年的地皮上是福煦巡捕房，后来的上海市警察保安部队常熟路分局，解放了，很长时间是徐汇区公安分局。以前这一带是常熟区的市政办公所在地，对面的宝庆路10号，现在的轻工研究所，以前是上海市常熟区区公所和区民代表大会场呢。

　　在江似虹(Tess Johnston）和尔东强合作出版的《上海法国城》里称这个五层楼是当年的法租界的福煦巡捕房家属楼，哪为什么在1990年代拆除建造百富勤大厦时保留了这栋楼呢？是否是居民太多的缘故？

　　据说，这个房子的设计师来自法国的马赛。

　　Empire Mansions Completed only in 1948, the ground floor is occupied by shops, many surviving from that time. Its location at one of the French Concession's major intersections, Route de Sayzoong and Avenue Joffre (Changshu Lu and Huai Hai Lu), made this building a popular choice for those not owning cars. 　　这个房子，隔壁造了地铁站，地下铁的轰隆隆，传到地面上，用上海话说是“废忑了”！可惜啊。原来打扮一下，与隔壁的一排店铺联起来，不会输给美美的。
